仅为非 CN 地区返回 204
GET
公开访问/generate_204/non-cn支持 GET 和 HEAD，依据 Cloudflare request.cf.country 判断地区。CN 单独匹配，HK、MO、TW 归入非 CN。地区缺失、XX 或 T1 返回 503。所有结果均为空响应体并禁止缓存。OPTIONS 使用公共跨域预检规则。 访问类别：匿名 API，可携带 Token 使用独立额度
